VM RELLON COMMENDS GRADUATES AND STUDENT LEADERS

For the past years, since the start of his stint as City Vice Mayor, the Honorable Allan Rellon has always been steadfast in his programs especially those that support the thrust of the City Government of Tagum pertaining to Education.

One of the programs that have been consistently carried out by his office for these past years is his Sponsorship of Medals given in time for the Commencement, Recognition and Graduation Exercises of a number of public and private educational institutions in the City of Tagum.

For this year, Vice Mayor Rellon has sponsored a total of 1000 gold, silver and bronze medals which have benefited a total of 131 private and public learning institutions and schools. 405 of these medals were distributed to 81 Day Care Centers in the City for their Kinder 1 & Kinder 2 little graduates. 22 Private Preschools have also received a total of 120 medals for their preschool graduates as well. On the other hand, 16 LGU Assisted Preschool and 10 Public schools have also obtained 123 of these medals which have also been awarded to their pupils. During its recognition rites, 114 medals coming from Vice Mayor Rellon were awarded to the Madrasah (Islamic Schools) Graduates while 72 medals were also conferred during the Graduation Exercises of Alternative Learning System last May 16, 2009.

Vice Mayor Rellon, being the Sponsoring Vice Mayor, has awarded a total of 59 Office of the Vice Governor and Vice Mayors League of the Philippines – Davao del Norte Chapter Plaques of Leadership Excellence to Presidents of Student Body Organizations/Student Government Organizations of public elementary schools and public and private tertiary and secondary schools in the City of Tagum.

The partnership of the Office of the Vice Governor and Vice Mayors League of the Philippines – Davao del Norte Chapter which was the giving of Plaque of Leadership Excellence Award to Presidents of Student Body Organizations/Student Government Organizations of public and private tertiary and secondary schools in the Province of Davao del Norte, has been a successful collective undertaking for both offices for the past three years.

For this year - fourth year of its implementation, both offices continued this partnership and have now included student leaders of public elementary schools in the City of Tagum as among the recipients. A total of 134 deserving student-leader recipients from the entire Province of Davao del Norte have received this recognition for their meritorious and exemplary leadership role as president at young school age, thus, experienced the art of a presiding officer and a leader.

Giving recognition to students’ and pupils’ enthusiastic efforts, diligence, perseverance, determination and hard work in schooling is indeed an effective boost of morale for them to strive more and do even better…and in the long run…makes them productive individuals in the future.

SP BAURA IN SYNERGY WITH OTHER GO’S AND NGO’S

The City government of Tagum through the City Council adopted the Minimum Basic Needs (MBN) approach to strategically eradicate poverty and supplement people’s need. Each member of the city council help each other and share resources by identifying first the needs of the constituents and thereby meeting the needs of the residents.

Many problems were identified such us, unemployment, lack of education, lack of access to potable water, absence of a compost pit, poor school and office facilities, inability of children to get pre-school education in day care centers, malnutrition, having households without backyards, lack of toilets, and inability of couples to practice family planning and many others.

Armed with this information, City Councilor Mylene Baura earnestly help barangay constituents to provide what they need. Proper assessment and validation for each solicitation thereby creating MBN projects that would fulfill the necessities. Different Barangays were served with the following projects as of Year 2009. Such as

1. Magugpo North Day Care Center – One (1) TV and One (1) DVD
2. Magugpo Pilot Imelda Elem School – (1) TV
3. Barangay Magdum – One (1) Nebulizer
4. Tuition fee for the Hearing Impaired Students
5. Barangay Nueva Fuerza – (12) Monoblock Chairs
6. Purok Liwayway – (20) Monoblock Chairs
7. Municipal Trial Court – (1) Printer
8. Public schools of Tagum City – School Supplies
9. Garinan ElemSchool – One (1) DVD
10. Barangay Bincungan – Twenty (20) Monoblock Chairs
11. Magugpo UCCP Christian School – One (1) TV and One (1) DVD
12. Barangay West Day Care Center- Supplemented a Feeding Program.

On the other hand, in response to the growing cases of Violence committed against women and their children, the Four L (4) Lady Local Legislator’s League of the Philippines headed by Kgd. Baura together with its working force from the CSWD Office lead by Nora H. Lupiba, City DILG Director Eliza P. Mendoza and the Tagum PNP forefronted by P/INSP Gretchen R. Sinco and SPO3 Anjenette Tirador formed a synergy with its advocacy program, Stop Cylcle of Violence to help address the said problem. Ignorance of the law excuses no one, a statement that we should always remember, SP Baura significantly emphasized the role and rights of women and their children in the family, any form of violence is not acceptable to the society thus proper information dessimination is the primary objective of the working group to eliminate hostility and in order to have a harmonious relationship. A total of 10 barangays were already conducted up to present starting on March 2009 marked as Women’s Month and will continue its advocacy program to recognized women as full and equal partners of men in development and nation building.

In addition to, the office of Coun. Baura, in close coordination with the multi-sectors and different agencies at the national and local levels among government service providers, private and public sectors, NGO’s, professional associations and academic institutions has conducted a training and workshop on ECCD Four (4) Gifts of children, for the LGU’s heads of offices and core personnel with child welfare programs & services. It is also known as Early Childhood Care and Development ECCD law, a law that state to promote the rights of children for survival, development, participation and protection, with full recognition of the nature of childhood and its integrative and sustainable growth that involves. SP Baura highly consider and reciprocates to any programs for the benefit of the children and to achieve a child friendly city.

CDCC BID BOOK MAKES IT TO THE TOP THREE

The City Disaster Coordinating Council (CDCC) bid book for Gawad KALASAG has made it to the top three finalists (component city category – National Level) in the Search for Excellence in Disaster Risk Management and Humanitarian Assistance.

After having won the Region XI title as the “Best Prepared City Disaster Coordinating Council”, Tagum City automatically became the official entry to the National level in the component city category. By the 2nd week of July 2009 the National Validation Team led by the DILG Secretary is expected to have an ocular inspection on the vulnerable and hazardous sites of the city and it is also the chance of the CDCC Team to defend the contents of the bid book and prove its disaster risk management capability.

The rationale of Gawad KALASAG was conceived to protect or shield high risk communities against hazards by encouraging participation of various stakeholders in designing and implementing Disaster Risk Management programs. The word KALASAG stands for KAlamidad at SAkuna LAbanan, SAriling Galing ang Kaligtasan. Kalasag is the Filipino term for “shield’ used by early Filipinos as a means of protection from attacks of enemies or harmful animals.

Gawad KALASAG is awarded to outstanding performance of Local Disaster Coordinating Councils, private/volunteer organizations, local, national and international NGOs, donor agencies and the communities as major stakeholders in implementing significant disaster risk management projects and activities and, in providing humanitarian response and assistance to affected communities. It aims to recognize individuals, groups or institutions that have shown extraordinary courage, heroism, self sacrifice and bravery in times of natural and human made emergencies and disasters.


The distinction of having chosen among the top three (3) finalists nationwide has proven the CDCC’s dedication and hard work to helping Tagumeños in times of tragedies. And the man behind this recognition is the action officer Councilor Robert “Tete” So.

MOU SIGNED TO PROTECT HIJO RIVER

The City Government of Tagum and the Department of Environment & Natural Resources (DENR) by virtue of Resolution No. 835 series of 2009 signed aJustify Full memorandum of understanding that aims to reforest some 150 hectares of accretion areas along Hijo River, covering the barangays of Apokon, Magugpo East, Magdum and Pandapan.

To mainly protect Tagum’s riverbanks from soil denudation and erosion, deep-rooted trees were identified like Mahogany, Dao, Lauan, Nato, Narra, Bakan, Dita, Mayapis Bangkal and Mambog species to take hold of the soil from floods and water currents.

Eventually, more than its preventive measures, the identified accretion areas will serve as Riverbanks Park like of Marikina River and Pasig River in Manila. It will soon be constructed with footpaths, jogging lanes and bicycle lanes for family picnic and outing.

“Tagum City has taken a bold step in undertaking a massive rehabilitation of accretion areas to develop into a forest plantation, the only local government unit in the Philippines to do such so far,” said Bonifacio Apura, DENR XI regional technical director, who spoke in behalf of Regional Executive Director Jim Sampulna.

Mayor Rey Uy of Tagum gladly replied with a positive remark, “our living legacy to the future generation is to leave a landmark for children to enjoy nature and environment.”

Notably, Uy pushed for a forceful drive in developing Tagum as City of Parks with several parks already existing in the city’s premises.

BRGY. SAN MIGUEL INUWI AND 2nd INTER-BARANAGY BASKETBALL CHAMPIONSHIP

Pinagharian ng SK Brgy. San Miguel ang 2nd SK Inter-Barangay Basketball League 2009 at sa ikalawang pagkakataon ay nasukbit nila ang kampeonato nuong Mayo 27, 2009 na ginanap sa Rotary Gym, Tagum City.

Nagsalpukan ang labing pitong Barangay at pinangunahan ng mga SK Chairpersons ang kani-kanilang koponan sa hangaring manalo, at sila ay hinati sa dalawang bracket, A at B. Hindi nakalasap ng talo ang Barangay San Miguel sa “Elimination Round” at madali lamang nakapasok sa “Best of Four” katunggali ang Barangay Magugpo West samantalang Brgy. Visayan Village kontra Brgy. La Filipina ang nasa kabilang panig.

Binulsa ng Kampyong Brgy. San Miguel ang Tumataginting na P 7,000 na may kasamang Trophy at P 30,000 worth of Project. P5,000 with trophy at P 20,000 worth of project naman ang nakamit ng 1st runner-up na Brgy. Visayan Village at inuwi naman ng 2nd runner-up na Brgy. La Filipina ang P 3,000 with trophy at P 10,000 worth of project. Hindi naman umuwing luhaan ang ibang Barangay na may P 1, 000 consolation Prize.

COUNCILOR MILLAN DELIVERS INDEPENDENCE DAY MESSAGE

Today we commemorate the 111TH anniversary of the proclamation of our independence with the Theme: “Kagitingan, Kagalingan at Kasipagan tungo sa tunay na Kalayaan. Maraming mga aganap o nangyari sa isang daan at labing isang taon and to mention a few liberation from centuries of Spanish rule, take-over by the American Government, the Japanese occupation, World War II, Insurgency Problems, Martial Law, Edsa Revolution, the 1987 Constitution, Impeachment Proceedings, ZTE Deal, Corruption Issues, Overpricing, Global Crisis, A (H1N1) Virus, Poll Automation of the 2010 Elections, Sex Scandals, the very controversial constitutional assembly (CON-ASS) lifting of term limits, left and right rallies, and many more.

Asa man ta padulong ani? What have we learned from the lessons of history? After all these years masasabi ba natin na tunay nga tayong Malaya? Or like the song “Impossible dream” we continue to search for that very elusive tunay na kalayaan. Daghan sa ato gabagutbot. Imbis na “Pilipinas Kong Mahal”, ingon nila “Pilipinas ang Mahal”. Mahal ang gasolina, mahal ang bugas, mahal ang edukasyon, halos mahal na tanan. We are quick to blame others, pero ang pangutana, Nagpakabana ba ta?

Are we better off today than 111 years ago? Some say YES, while others might say NO. We can debate for as long as we like but we can all be in agreement that much is still to be done to uplift the lives of the Filipinos and move our country forward. Independence is synonymous with freedom and with freedom comes responsibility. Ours is a government of laws and not of men. One’s freedom ends where the rights of others begin.

The 1987 constitution is very clear and specific. Ours is a government of the people, by the people and for the people. Authority emanates from them. We cannot remain passive and wait for another Dr. Jose Rizal or Andres Bonifacio to come. We can all be heroes in our own right, and in our small and unique ways.

The former president of the United States, the late John F. Kennedy once said: “Think not what your country can do for you. Think of what you can do for your country”. Now is the time to change. Change, we can. Bag-ohon nato ang atong mga kaugalingon and changing our society will follow. Love of God and of country we must at all times uphold. Huwag natin basta lang kantahin ang Lupang Hinirang at masdan an gating watawat na parang malayo ang tingin. Isapuso, isaisip, at isagawa natin ang kahulugan nito at proud nating isigaw sa buong mundo na tayo ay Pilipino.

From good followers come great leaders. Transparency and leadership by example leads to good governance. The voice of the people is the voice of God. And to those who have less in life should have more in law. United we stand, divided we fall. Kagitingan, Kagalingan at Kasipagan ang susi sa tunay na kalayaan. Mabuhay ang Pilipinas! Tagum City padayon sa pag-uswag.
